The Reproductive Health Association of Cambodia (RHAC) is seeking to recruit a Senior Program Adviser of international caliber to be the primary technical adviser for the Together for Good Health(ToGoH) project of RHAC.  ToGoH is a multi-year and multi-faceted public health initiative funded by the United States Agency for International Development (USAID), Cambodia Mission and is implemented by RHAC.   Under the supervision of the ToGoH/RHAC Chief of Party (CoP), the Senior Program Adviser shall fulfill the following duties:

  1. Develop appropriate strategies and plans to strengthen all areas of the ToGoH/ RHAC current portfolio;
  2. Design, implement, and assess the effectiveness of ToGoH/RHAC interventions and how these effective interventions can be streamlined and scaled up; 
  3. Provide support, mentoring and coaching to ToGoH/RHAC mid-level staff so as to improve their technical skills and knowledge;
  4. Assist in documentation, proposal development, and editing tasks for all ToGoH/RHAC related materials.

The individual must be knowledgeable about the Cambodia health sector, familiar with USAID SO, HSSP2 and the development sector in general, and have working experience in Cambodia. Familiarity about RHAC and its work will be an advantage.  The individual must be effective in working with local staff with demonstrated experience and commitment in improving the capacity of Cambodian professional staff.

Requirements:
  • A graduate degree in public health or a related field
  • Fifteen years of working experience in public health in developing countries
  • Demonstrated technical leadership, analytical and program design skills within the context of developing countries, preferably in Cambodia
  • Experience in providing strategic advice for programming strategies
  • A track record of mentoring and capacity building of local staff of indigenous organizations
  • Demonstrated experience in documentation, proposal development and report writing
  • Excellent communication, interpersonal and intercultural skills are essential
  • Native level fluency in English is required.
